In a public ceremony held in Moscow’s Bolshoi Theater, representatives to the Tenth Congress of Soviets from the Russian SFSR, the Transcaucasian SFSR, the Ukrainian SSR, and the Byelorussian SSR announce the ratification of the “Treaty on the Formation of the Union of Soviet Socialist Republics” and the “Declaration of the Creation of the USSR.” The two documents are subsequently adopted by delegates to the First Congress of Soviets of the USSR, formally establishing the USSR as a multinational state.
